Perry Bolding spoke those words seconds before “Exercise, Exercise, Exercise,” was transmitted across the airwaves and into the U.S. Army Cadet Command Cadet Summer Training Tactical Operations Center starting an annual exercise to test the systems and processes to respond to a mass casualty event.
